Sellers whose entire life revolves around selling on eBay have said that they are scared to leave negative feedback for buyers, for fear of retaliation that can harm their image and business. Sellers have invested years in fine tuning the systems that they have placed in service to address customer issues. INR seems to be a stepping stone to forcing a replacement of those systems with an eBay required mechanism that appears less effective and certainly not scalable.
